Before property-assessed clean energy (PACE) financing programs gained national recognition (or even an acronym), local leaders in Babylon, NY had developed a legal framework, a comprehensive marketing program and a well trained network of administrators and contractors to accelerate the deployment of energy efficiency at the municipal level. In fact, Babylon’s program is a Benefit Assessed Clean Energy program or a “BACE” program. In a BACE program, energy efficiency is treated as a public improvement, much like a municipal water supply, garbage collection or sewage treatment. Therefore, residents in Babylon can opt in to a program that provides them with a familiar billing procedure while offering lenders a greater certainty of repayment due to the higher seniority of the lien. In our discussion with Dorian Dale, we will explore how the BACE/PACE models work in practice and how the financing of these projects is just one component or creating a scalable and sustainable program for administering these programs. This talk will explore the innovative policy and management tools at the local level that are needed to successfully implement an energy efficiency program.
