How does your state rank in terms of investment in energy efficiency and adoption of supportive policies? Each year, American Council for an Energy Efficient Economy (ACEEE), issues a scorecard which aims to recognize leadership among the states and identify best practices. The scorecards examines six state energy efficiency policy areas: utility-sector and public benefits programs and policies; transportation polices; building energy codes; combined heat and power; state government initiatives; and appliance efficiency standards. While some of these are specific to regulated utilities and may not affect public power decision-making, they are nevertheless important to understanding the overall market your programs will operate in.
