Bonneville Power Administration: A Case Study in Industrial Technologies
Bonneville Power Administration (BPA) has had success in promoting energy efficiency through its Energy Smart Industrial (ESI) program. This program helps BPA utilities and their industrial customers capture energy savings by using ESI financial and technical resources.
In desiging its ESI program, BPA identified three industrial energy efficiency implementation barriers to overcome:
- Lack of technical understanding
- Lack of available staff to work with energy management
- Making the business case for energy management
Drawing on prior experience and successes BPA created the High Performance Energy Management Program, which aims to make energy efficiency and management part of corporate culture. Track and Tune is another program which tracks the use of equipment and systems and finds potential savings through proper tuning. The Energy Project Manager program provides BPA funding for a engineer at an industrial facility who is designated to focus on efficiency.
BPA's program established a goal of achieving 12 annual megawatts in industrial load energy savings in its first year. It is already well on its way to meeting this goal and has a participation rate of almost 95% of Northwest public power utilities with industrial loads.
