In February 2009, the City of Chicago published this guide based on its experiences developing its own Climate Action Plan. It is intended to help recipients of Recovery Act Energy Efficiency and Conservation Block Grant (EECBG) funding; however is useful for any municipality seeking to develop a long term and energy efficiency and conservation plan.
