Cost-Effectiveness Policy and General Methodology for Energy Trust of Oregon

This document describes the Energy Trust of Oregon’s policy for analyzing the cost-effectiveness of its energy efficiency investments. The policy encompasses three generic perspectives: consumer, utility system, and societal. It is included in the CEEP library as an example of the data points and other variables that need to be defined by individual program sponsors to effectively employ cost-effectiveness tests.
