Energy Savings Credits: Are Potential Benefits Being Realized?

This report provides background on Energy Efficiency (EE) trading and its potential benefits, discusses existing U.S. experience as to whether such benefits are being realized thus far and assesses why EE trading has not accelerated. It also looks at measurement of savings, which represents both the greatest barrier to EE trading as well as its greatest benefit.
