American Public Power Association's Energy Services That Work is a handbook to help utilities sort through the various options for energy services programs and decide on the best-suited program(s) for themselves and their customer base. It also lays out the implementation steps and resource requirements to guide the utility staff and ease the process of establishing various energy services programs.

The handbook covers 21 programs across four customer groups: residential, commercial/community, industrial, and agricultural. It presents a variety of best practices, insights, and pitfalls to avoid for each program. Factoring in these considerations will enable utilities to offer successful programs and services that enjoy wide participation and maximize benefits for both the utility and its customers.

Energy Services That Work provides programmatic information whether the programs are specifically intended for customer service, demand-side management, or a combination of the two. Each chapter provides the following information:
