The IPMVP is a widely referenced framework for quantifying energy and water savings at the project level in commercial and industrial settings (i.e in individual facilities or groups of facilities). It is especially used in energy performance contracting, where savings must be reported to a client and may form the basis of a payment to an ESCO. The IPMVP describes appropriate approaches to selecting facilities for measurement and verification; measuring and verifying equipment installation and usage; monitoring indoor environmental quality; and addressing how to quantify avoided emissions from facilities and projects.
