This paper discusses some of the recent developments and trends in rate-payer funding for energy efficiency programs, as well as the challenges energy efficiency program sponsors are likely to face as they seek to ramp up activity. Some of these challenges include:

  • near term
    • the economic downtown
    • shortages within the energy efficiency workforce
    • the process of developing institutional infrastructure in areas that are in the early phases of implementing programs
  • long term
    • the need to develop new and innovative program designs to achieve deeper and broader energy savings

The state-by-state paper also presents projections of ratepayer-funded energy efficiency program spending and savings through 2020.
