Survey of Energy Efficiency EM&V Guidelines and Protocols

This report documents a survey of 20 utilities' energy efficiency program EM&V practices. In addition to offering a useful look at what guidelines or protocols experienced utilities rely on, it captures information gaps and needs, as reported by evaluation practitioners. These include: commonly accepted best practices, databases of evaluation related information, and trainings. This survey was done in 2007, and since several regional and national organizations have launched collaborative efforts to improve evaluation approaches and establish greater consistency.
