On February 29, 2008, final rules were issued implementing North Carolina’s renewable energy and energy efficiency portfolio standard (REEPS). Under the REEPS, public electric utilities in the state must obtain renewable energy power and energy efficiency savings of 3% of prior-year electricity sales in 2012, 6% in 2015, 10% in 2018, and 12.5% in 2021 and thereafter. Renewable sources that count toward meeting the standard are solar-electric, solar thermal, wind, hydropower, ocean current or wave energy, biomass, landfill gas, combined heat and power (CHP) using waste heat from renewables, and hydrogen derived from renewables. The energy efficiency portion of the REEPS energy savings targets will increase to 0.75% of prior-year sales in 2012, rising to 5% of prior year sales in 2021. Energy efficiency is capped at 25% of the 2012-2018 targets and at 40% of the 2021 target and thereafter. Relevance to Public Power: Municipal and cooperative utilities are required to meet a standard of 10% renewable energy by 2018 under the REEPS. Energy efficiency measures can count towards meeting the standards without limitation. |
